PUBLICATION POLICY OF “BİLGİ DÜNYASI” (INFORMATION WORLD)

            “Bilgi Dünyası” (Information World) is one of the official publications of the Association of University and Research Librarians (ÜNAK), and will regularly be published twice a year. The articles to appear in the learned journal should reflect original research work in the scientific areas of information science, documentation, librarianship and allied disciplines. It would also be desirable to gain articles upon investigations concerning recent innovations as a consequence of rapid technological change in the fields of information science. Moreover articles, which predominantly aim at suggesting solutions to and policies to resolve problematic issues of library applications and information dissemination practice, are also welcome.

            “Bilgi Dünyası” is a refereed journal with blind review practice. It consists of three conceptually separated parts.

The initial part includes articles reporting on original research work and certain, preferably comprehensive survey-type articles. The articles to be published in this part are completely subject to a thorough reviewing process by anonymous referees selected by the editorial committee. The sole exception will be made to “invited papers” asked by the editorship from eminent experts on specified subjects.

            Second part includes “opinion papers” on certain important topics and current issues within the realm of the journal’s areas of specialisation. These will be subjected to an “in-house review” process of the editorship.

            Third part will finally be devoted to didactic material, announcements, presentation of important issues and matter like news concerning new technologies, information centres and other crucial news about the professional activities of journal’s subject areas –and amongst also certain news concerning the Association and its activities.

            Articles and other sorts of writings that will be sent to the editorship should neither be published elsewhere before, nor be submitted to other journals simultaneously.

            Articles of which the intention is a publication in the first part, will initially be examined by the editorial board. They have to be written according to the criteria being indicated in “Instruction to Authors”. Editorial Board preserves the right to reject the article by own initiative, or to directly ask the authors to make certain, specified amendments before the stage of review by the referees might start. In case that they will be sent for a blind review, two referees will be asked for their judgments and suggestions. Whenever needed or necessary, a third referee might also take part in the reviewing process.

            By the blind review process neither the referee nor the author(s) will be informed about the identity of the other part. In case of rejection or amendment proposals, the author(s) will be informed in adequate detail or even provided by a copy of referee report(s) –again without revealing the identity of the referee(s).

            In case of affirmative reports from referees, minor punctuation, grammatical, syntactical or even a few stylistic changes can be fulfilled by the experts of the editorial board. Major amendment proposals might however start the process of evaluation anew, and the authors’ amendments might therefore be subjected to the referee, who suggested it.

            It is noteworthy that referees, who can’t finish the reviewing tasks within their limitations of time will be replaced with other referees.

            As it was mentioned above, contributions that would be published in the second and third parts of the journal are subject to the evaluation of the Board of Editors. If the editors conclude, that an article, which was initially thought to be published in the second part, might better take place in the initial part of the journal, then the article will be subjected to the mentioned process of blind review by means of referees.

            The copyright of the published articles will be retained by the Association of University and Academic librarians (ÜNAK), and the authors should be aware of the fact, that through sending the articles they therewith also transfer the copyright of their articles to the ÜNAK.

Free copies of the issues of Bilgi Dünyası will both be sent to authors, and to the referees.

            Bilgi Dünyası is being permanently indexed in ULAKBİM (“Social Sciences”) and LISA (“Library and Information Science Abstracts”), and is available by open access through E-LIS and DOAJ (“Directory of Open Archives Journals”).
